Fulton County was formed December 21, 1842, from territory taken from Izard County. It is named for William S. Fulton, the last governor of Arkansas Territory. The county seat is Salem. Named for the Hebrew word "shalom" or the Arabic word "salaam" for peace, the city of Salem is located approximately 26 miles northwest of Cherokee Village.

Salem reaches an average high of 92 degrees F in July and August, dipping down to an average low of 27 degrees F in January. The average snowfall in a year is around 12 inches and the average rainfall on a monthly basis is around 4.4 inches.

Salem's two public schools cover all levels from kindergarten up through the 12th grade. Higher education is most closely served by Harding University, located just over an hour away.

Those willing to drive 90 minutes can attend the University of Central Arkansas, the main campus of Arkansas State University or its Beebe Branch site. Anyone up for moving 2 hours away from Salem can attend the University of Missouri-Rolla, Southwest Missouri State University and Arkansas Tech University. 

Fulton County Hospital sits within Salem's city limits and serves the area's health care needs. 

As a "recreation destination," Salem offers a number of unique attractions. Annual events in Salem include Fulton County Homecoming Day during Memorial Day weekend, the Salem Rodeo on the first weekend in June and the Fulton County Fair in early September. 

Mammoth Spring is located on the nearby Arkansas-Missouri border and is the site of a state park. True to its name, the spring is one of the largest natural springs in the world, bringing forth 36 million gallons of water every hour.
